Ilker K Basaran Author

Ilker K. Basaran is Vice President at Marsh in Houston, advising on marine and energy risk, insurance, and complex liability frameworks. He holds a PhD from the IMO International Maritime Law Institute (IMLI) and previously served as a Postdoctoral Research Associate at Texas A&M University at Galveston. He also holds advanced degrees from SUNY Maritime College and Temple University. His work focuses on international maritime law, environmental law, Arctic governance, and liability regimes for marine pollution. He has published extensively on oil pollution liability, Arctic maritime affairs, and international shipping regulation, and is an active member of the Comité Maritime International (CMI).
